Removal of abandoned vehicles

On June 2, 2022, the Governing Council of the UPV approved a modification of the ‘Traffic and parking regulations‘ which includes removing motor vehicles and personal mobility vehicles from university campus parking lots.

Following articles 8 and 9 below, vehicles showing signs of abandonment have begun to be tagged and inventoried.

Article 8. Removal of bicycles and personal mobility vehicles.
1. The Universitat, may proceed to the removal of a bicycle in its facilities when it is parked outside the spaces specifically provided for this purpose, and more than 72 hours have elapsed. If parked in the spaces specifically provided for this purpose, it may be removed when the bicycle or personal mobility vehicle is considered abandoned.
2. Bicycles or personal mobility vehicles will be considered abandoned for the purposes of their removal by the University, those present on campus without one or both wheels, with the traction mechanism disabled, or whose condition clearly demonstrates their abandonment.
3. The security personnel of the University will place on the abandoned bicycle or personal mobility vehicle the mandatory notice to inform the bicycle owner that within two months from the placement of the notice, the bicycle will be removed. The security personnel will photograph the affected bike, which may be requested by the person claiming it.
4. The University will establish a deposit of bicycles and personal mobility vehicles to facilitate their recovery by the owner or their delivery to a non-profit organization two years after their removal.

Article 9. Removal of motor vehicles, including mopeds and motorcycles.
1. The Universitat Politècnica de València may order the removal of motor vehicles, including mopeds and motorcycles, when being parked can be presumed, founded and rationally, its abandonment.

2. The University’s security personnel will identify the abandoned vehicle, substantiate this consideration, and gather the necessary evidence.
3. The University will proceed to identify the owner of said vehicle. To do so, it may use the procedures established by the Directorate General of Traffic for this purpose. Subsequently, the University will urge the identified owner, by certified notification, to remove the vehicle within a period of one month. If the vehicle is not removed within this period, the University will proceed to its removal by means of notice to a tow truck and deposit in a scrapyard.
4. If the identified owner has not withdrawn the vehicle after one month, the University will request from the General Directorate of Traffic the document that allows transferring the vehicle to scrapping.
5. The costs associated with the removal and proper management of the abandoned vehicle will be assumed initially by the Universitat Politècnica de València, which in turn, may lead to the opening of a file for the claim of the same to the owner of the vehicle.
