The Strategic Project for the Recovery and Economic Transformation (PERTE) of the Industrialization of housing is framed in the context of the need for more housing. It is about building more, faster and better, with greater criteria of sustainability and efficiency, so that Spain will have a public housing stock similar to the European average as soon as possible.
The economic impact of the 2008 financial crisis was particularly severe in the housing construction sector, generating important structural changes that have limited both the sector’s production capacity and the difficulty of building more housing, a trend that will be difficult to reverse without evolving from a traditional labor-intensive model characterized by employment instability and low skills to a skilled and industrialized model.
