Firm step towards new statutes

The Commission for the Drafting of the new Statutes of the Universitat Politècnica de València (UPV) for the coming years has recently unanimously approved the first proposal of the Statutes, thus starting the public information phase of this document on 26 February. This period of consultation and participation by the university community will end on 8 March.

The unanimous approval of the Statutes of the Commission, whose 24 members represent the sectors comprising the Senate (academic staff, PTGAS and students), comes one year before the Organic Law of the University System (12 April 2023).

Start of the public information phase

The fulfilment of this legal requirement allows the next phase to begin, that of public information, in which those members of the University community who wish to do so can consult and propose partial amendments to the text until 8 March. The Statutes Committee will decide whether or not the contributions presented will be included in the articles to be submitted to the Senate's Board of Trustees.

The Rector of the UPV, José E. Capilla, first thanked the "excellent work" of the different groups of the University who had participated in drafting these Statutes of the UPV. At the same time, he stressed the importance of having reached a unanimous consensus. "We have adapted our statutes to the LOSU and taken the opportunity to improve some aspects that were necessary and pending because it is not easy to open a statutory reform," said Capilla.

Among the changes this draft makes to the current statutes are the inclusion of the Doctoral School as the structure responsible for planning, organising and managing doctoral students and the recognition of the Gandía and Alcoi campuses as UPV organisational structures. It also includes a commitment to internationalising academic activity and expanding the University's training capacity, among other new features.

One of the fastest universities

With these steps taken by the UPV, the institution led by José E. Capilla is one of the most advanced Spanish universities in the reform of its statutes. It is the first Valencian University to have drawn up a preliminary draft of the Statutes of the University of Valencia in agreement with the various groups involved in their preparation. The Secretary General of the UPV, Josep Antoni Claver, pointed out that "we are a university that is moving fast because, among other things, we want to guarantee legal certainty for the elections scheduled for 2024".

The LOSU establishes a mandate of two years from its entry into force for each Spanish University to adapt its main regulation. The new Statutes that the UPV Senate is about to approve are intended to incorporate the changes resulting from the new legislation, as well as the adjustments needed to meet the academic institution's strategic objectives for the coming years.
