Luis Guijarro received the Ph.D. degree in Telecommunication from the Universitat Politecnica de Valencia (UPV), Spain in 1998. He is an Associate Professor in Telecommunications Policy at the UPV.
His research interests include telecommunications policy and interoperability and standardization in e-Government. His current research is focused on economic modeling of telecommunication service provision, contributing in the areas of P2P interconnection, cognitive radio networks and search engine neutrality.
He has collaborated with the 'Jean Monnet Chair on Telecommunications and Information Society Policy at the European Union', based in the UPV, and co-authored the book "The Electronic Communications Policy of the European Union" in 2011.
